Pakistan’s literacy rate is 57%. Pakistan comprises of four provinces. Punjab has highest number of population with 91 million people. Punjab’s literacy rate is 60% slightly higher than national statistics but with highest number of illiterates that is above 38 million people. After 18th amendment, it’s the role of provinces to achieve 100% literacy targets. In 2002, Literacy & Non Formal Basic Education Department established in Punjab province to achieve the goal of 100% literacy rate of Punjab by the year 2022. Department is working with low budgetary allocation with only 0.5% of educational budget and very lean management structure. Secretary has one additional secretary, 2 deputy secretaries and four section officers as permanent staff of department. “

Department is running on project mode with contract employees. Currently following projects are working under department

• Campaign For Enhancement of Literacy in Four District of Punjab(CFEL)
• Establishment of Adult literacy Centers & NFBE Schools at Brick kiln in Multan and Khanewal
• Capacity Building of the Department (CBP)
• Community Learning Centers Project (CLCs)
• Punjab Literacy Movement Project
• Punjab Work Place Literacy Project

7,369 Non Formal Basic education Schools and 8,530 Adult Literacy Centers are working under literacy department

Japan international Cooperation Agency (JICA) is also providing technical assistance to literacy improvement in Pakistan since 1992. Currently JICA is working on Non Formal Education Promotion Project for setting standards, curriculum, assessment and equivalency mechanism for Non Formal education.
